Iron golem

What I expected to happen was...: the golem to spawn
i place the iron blocks and pumpkin head just as I've done many times before but it did not spawn

I've notice many strange thing but this one just annoyed me the most
I've looked up videos and seen other people with this problem and they say the only solution is to crate a new world.. that is really frustrating...
