Saplings need more than 2 bonemeal before growing into a tree.

Tested with Oak-wood-saplings in Creative world: Single sapling in the middle of a superflat world need more than 2 bone meal to grow. Usually around 6 or up to 12 (or more). Is this Work as intended?
