off hand full inventory bug

What I expected to happen was...:
when walking over a torch that was on the ground i would pick it up

What actually happened was...:
it didnt pick it up, it thought my inventory was full

Steps to Reproduce:
1. have a full inventory and hotbar of items
2. put torches in your off hand
3. place a torch and then break it
4. try and pick up the broken torch and it wont
5. if you remove any item from your inventory it will jump into the off hand slot
