Fences preventing offhand action

Right clicking on fences with an empty hand (or non-useable item like a sword) and with a block/useable item in the offhand will not activate the offhand action. This works with any fence type, simply recreate by placing a fence, putting a useable item/block in the offhand and right clicking on the fence.
