Daylight Sensor fails to update on map close/open

On close/ reopen of the map the day light sensor may fail to update and be stuck off failing to cause an update

What I expected to happen was...:
redstone update

What actually happened was...:
redstone state doesn't change
Steps to Reproduce:
1. Right before the sky starts to change color, close mine craft.
2. Reopen map
