ender portal will not work

Put the summary of the bug you're having here: when i try to build the end portal in creative nothing happens when it is supposed to do something

What I expected to happen was...: the end portal to start working

i was expecting the end portal to activate when i place the eye of enders into the end portal blocks nothing happens and i was expecting a portal to go into and fight the ender dragon
What actually happened was...: nothing
