Skin is not working - tried everything

On Minecraft 1.9.2, my minecraft skin (in single player) is not working at all. I have constantly refreshed the world by exiting and going back on it. I went on my profile on minecraft.net and uploaded my skin. Please do something about this as it this bug is really annoying. I have attached my skin below. I have also restarted the game and still can't see why my skin does not work. If you want you may use this skin but I would appreciate it more if anyone tried to help me out.
