Fishing Rods Not Even Giving Any Fish

Fishing Rods don't seem to work at all in 1.8.9 and I don't want to update because that would require too much work for me and 1.9 is too laggy on my computer. Basically, the bobbing shows, but the fishing animation isn't seen and after 1 hour of waiting with a Lure and Luck of The Sea rod, nothing.
