Hoppers high in server load

Since I Updated to 1.9 25% of my server load is going to hoppers... We only have 1 thread and 25% of my cpu is going to hoppers... Please fix this... There has also been a lot of reports of this on spigot,

This is a vanilla bug and I'm not going to waste my time going and proving this, How can this be a bug with Spigot and everything else, This is something that you guys need to optimize, Please just optimize hoppers for servers
