Horse doesn't move when being tamed in survival

Bug occurs when attempting to tame horse. Forward movement on horse fails.

Horse head flickers side to side, bobs up and down, hoofbeat noises are heard, but no forward movement happens - you stay on the same square. One is thrown off normally; normal movement begins again at this point.
