Unable to travel with horse

In Minecraft 1.9.2, the horses will not enter any space that has an entry of 1 block. They will not go through gates in fences or hollows in the ground one block wide. Also, when leading them on leads, the horses refuse to jump up a block, so they get stuck at the bottom of hills or ridges.
