Gamerules in 1.9 work only for one world

Hey,

i have a spigot 1.9.2 server...

I create a gamerule (for example mobGriefing) in the world "world"...
Then I go to the Nether or the End and there this gamerule doesn' t work.
I had to define this gamerule in the Nether world first before it works...

I think this is a Bug
