Nether Crashing Issue

Expectation:
What I expected was for my player to teleport to the edge of the world.

Result:
What really happened was the world crashed due to ticking enviornment

Steps to Reproduce:
1. Go the Nether
2. Open up chat
3. Type: /tp @p 29999999 60 29999999
