End Crystals don't respawn Ender Dragon

I've used the end crystals three times now and the ender dragon will not respawn, I accidentally switched the version to 1.8 but the game was created in 1.9....I have switched it back to 1.9 but now the dragon wont respawn.
I've also build stairs out of endstone around the end, could that be affecting it?
