all head types reset to (skeleton)skull

When you place down any type of skulls, it resets after a while to skeleton skulls. maybe because the chucks are being unloaded and loaded again. This does not happen on armor stands, only just heads. (also counts for player heads and dragon head) on a Spigot 1.9 server
