Fall damage after levitation

After using a levitation command to slow my fall or even land completely, full momentum and fall damage occur. If I repeatedly give myself levitation (through commands) so that I'm barely moving when I touch the ground, I get as much fall damage as I would have... had i fallen from three times the height. Not sure if this is a glitch or if it was intentional, but it's annoying. Jump from 10 blocks up, levitate to slow my fall, and still get at least 10 blocks of fall damage.
