Unable to brew a Potion of Luck

You are unable to brew a Potion of Luck in a brewing stand. Potions of Luck are potions you can get without commands or plug-in things, as they will appear in the Creative Inventory, but it seems you aren't able to brew them in survival. I understand about Blindness, Health Boost, Saturation and Bad Luck are unobtainable in Survival Mode, but I don't think Luck is...
