Unable to connect to bedrock server. Not Listening on port.

I am unable to connect to my bedrock server.

I've tried connecting to it on the same computer on another computer and my phone all within my network.

I've checked my port forwards my firewall and it should be allowed.

I tested a java server & other game servers on the same port, and they all worked fine. Also tested the bedrock server on different ports but still couldn't connect. Even tried disabling my firewall for a moment but still wasn't listening.
