[BDS-842] Cat's head doesn't follow target

Cat's head doesn't follow target like a wolf's head does. The cat's head moves up and down only - no left and right.

Environment

1.11.1.2 server running on Windows 10. (Note I couldn't select 1.11 in the "Affects Version/s" dropdown.)

Hi Penno,

I would suggest that this issue relates more to the Minecraft (Bedrock codebase) (https://bugs.mojang.com/projects/MCPE/issues/) than the server as this would be more of a game client issue.

If you dont believe thats accurate please let me know.
