The XBOX Live Services depends in the services of your computer, press the Windows key + R and type in "services.msc" and then a services application will open, scroll down to the bottom, and you need to search these services. 
You need to check that every service is started, if they aren't you'll not be able to use Xbox services and log in.

Double click on the Xbox Live Auth Manager, and do the next:
It needs to be on Automatic or "Automatic (Delayed Start)" and make sure its all the same for all of them.

After you setup all the services to start automatic, restart your computer, reinstall minecraft, and try logging in.
