In server.portieres I set whitelist to true but when I go on the server and enter whitelist on it says that it is not implemented and non whitelisted people can join.

Are you correctly populating the whitelist.json file?

I remove the real usernames but the lay out is the same.

Make sure you restart the server if you put "whitelist=true" in the config, if u still having the same issue, extract from the bedrock dedicated server zip the whitelist.json and then after that, make sure you have some users on it by executing in the console "whitelist add {playername}"

After you have some players in the whitelist, set it to true in the config, restart the server, and then, try joining back in.

I just had a friend join the server with white-list=true in the server.properties with out him white listed and he could't join until I white listed him. For sum reason it works now but when I enter whitelist on or off in the console it still says white list is not implemented. The person that joined that was not white listed was playing on x box and the friend I asked to help me test out the white list played on mobile so idk if the whitelist only works for mobile. 

The whitelist has worked in every test scenario I've tried. The command "whitelist on" is not implemented as the console return indicates but the actual whitelist feature itself works fine.

You will need to provide more information if you believe this to be a bug, your comments are contradictory, for example:

"I just had a friend join the server with white-list=true in the server.properties with out him white listed and he could't join until I white listed him"

The two statements there are mutually exclusive. Either he could join or he couldn't.

Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete. If you feel this is still a valid issue then please comment, or create a new ticket following the Issue Guidelines which includes steps to reproduce the problem.
