Command/console Bypass

People are able to use custom clients in order to bypass server options like allow commands or the fact that they are not opped. What is being done is that they are able to use console level cheats (in case cheats are disabled) without any problems. With all commands I mean all commands ranging from give to clear and well the whole bunch, it comes down to it being able to completely ruin a server.
