Hostile Mobs Not Spawning
Based on comments and my own testing this issue appears to be caused by players updating their servers by only copying the executable (bedrock_server) from the 1.16 download into an existing BDS installation, or using a Docker container/game panel with the same issue. The executable and all supporting files it is provided with need to be upgraded for BDS to function properly, it does not act in the same way as Java.
To resolve:
- Extract the new 1.16 BDS files
- Copy the worlds folder, server.properties, whitelist.json and permissions.json from the old folder into the new one
- Run BDS

I'm not able to reproduce this. Do you have a high number of entities in your vicinity such as chicken cookers, cow crammers etc?
Bedrock has an entity cap of 200 that applies to mob spawning. Nether portal spawns don't appear to be affected by this cap which is why they continue spawning.
I have flown around in multiple dimensions cycling peaceful and hard on and off to try and flush some mobs. No endermen in the end. Occasionally there will be a ghast in the nether but nothing compared to the same world running on a realm.
Could you upload a copy of your world?
I'm not seeing this on my public server or any of the test BDS instances I have so a world download may help.
I have also been experiencing this bug, no mobs at all are spawning other than piglins and zombie piglins in the Nether (there are no fish or drowned in the ocean biomes for example). I have cycled the difficulty, restarted the server and ran the command "/gamerule doMobSpawning true" just to make sure and still have yet to see a single hostile or friendly mob spawn. I am running BDS 1.16.0.2 on Cent OS with 5gb of ram. All I did was update the server, join the game and the bug seemed to happen. Even with no mobs within the ticking distance of the player, no mobs spawn.
I have the same issue except Im finding that mobs or animals are not spawning.
I have also carried out the same as Tyler, resting server, turning spawning on and off then issuing the commands and still nothing
Update: It seems to be only overworld spawning that is not working. In the nether, mobs spawn as they should except ghast spawns are not exclusive to the soul sand valley biome and piglins seem to not spawn except for in bastions
I've noticed in the Overworld that my spawning machines have been producing NO Zombies or Drowned since the 1.16 update yet other mobs are still spawning at about the same rate. Spawn cages still produce zombies. All other factors are the same as before the update.
I believe I may have fixed my problem. I am using itzg's Minecraft Bedrock Docker container, and on restart it automatically downloads and updates the new version of the server. I tried deleting my world and loading a fresh one to see if the hostile mob error was reproduced, but when I loaded it everything was stone. I saw in another bug report that the fix for this was deleting the install directory and having a clean install. I tried this and my world seems to spawn mobs normally so far.
I found a fix, start with a fresh install of the server and replace the world file with the one you would like to keep, then start the server. worked for me.
I have been experiencing the same problems.
I wonder if the 200 mob count is combined between all regions, Overworld, Nether, The End.
I was trying to get my mob spawner to work and changed the tick distance to 12 but I think that has the opposite effect. Setting the tick-distance=4, I immediately started seeing more mobs.
i updated to 1.16 and 1.16.1 through Microsoft store: Downloads and updates. everything described in the yellow above is beyond my understanding. To reiterate! All hostile mobs are still spawning EXCEPT for Zombies! i do see Drowned spawning in the ocean right next to glowstone (which shouldn't happen but does) above the area where Zombies should spawn in the Dark caverns with absolutely no light. other than producing more iron golems and fewer cats in the area than before, the 200 mob cap shouldn't be an issue. I have not seen a single Zombie in the over world even once, any where since the update.
