Eating in Minecraft

I notice this on carrots majority of the time.  However when your playing hard in survival and you lose hearts and don't regain because your Hungry by a half a bar.  So you go to eat a carrot,  it glitches and you continuously try to eat the carrot but it won't let you.  Most of the time I have to lose more hunger like a bar and half sometimes more or lose more health/hearts and then it finally allows me to eat a carrot.  It's fairly annoying especially when your trying not die by something and that half a hunger bar doesn't let you eat.
