XboxOne hotfix 1.14.60 doesn't apply to other accounts

I bought an XboxOneS Minecraft Edition about a year ago.

 

A couple days ago when I opened minecraft it says a new "hotfix is applied" and I can play, but when my daughter opens her account on xbox and tries to play the "synching user data" window stays open and game never loads.  I've tried 3x for her in last couple days and have let it run for over an hour a couple times but nothing is happening.
