BDS-4006İf you have mending on a tool you have to obtain the experience using that tool or that tool won't be repaired
For example if you have mending on your pickaxe you have to kill the mobs with the pickaxe or it won't get repaired. Also İf you kill the mobs using any non mending tool while having a mending tool in your inventory the mending tool will not be repaired you will just get experience.

IIRC this is normal behavior.
a tool has to be either equipped like armor, or in a hand to get mending to work. Just being in your inventory is not enough.
