If you have a potion effect and the potion effect runs out of time, you keep the particle effect, BTW im on BETA

However, this issue is Incomplete.

Your report does not contain enough information. As such, we're unable to understand or reproduce the problem. Because there we no steps to reproduce I loaded into the BETA, threw a "Splash Potion of Night Vision" and waited, when the effect expired, so did the particles.
