[BDS-3607] Can't load BDS server .exe

Every time I go to execute the dedicated server I receive the attached warning. I've installed all required .dll files plus visualstudio files also with no luck. Works on my windows 10 desktop PC, but not on my windows 10 gaming server PC.

You don't require Java for Bedrock Dedicated Server
You don't require ".dll files" or Visual Studio for BDS
There's no information here regarding the differences between the working and non-working environment, or how you set up BDS for anyone to help.

If you still believe this is a bug in the software rather than something environmental please feel free to log a new bug report, however more information would be needed to reproduce the issue.
