Multiple servers and port issues
I am attempting to create a second server and the client is unable to connect.
Server A (running on server, working as intended)
server.properties
IPv4 port - 19132
IPv6 port - 19133
Server B (running on server, client can't connect/doesn't show it running)
IPv4 port - 60234
IPv6 port - 60235
Verified port forwarding is correct and client ports are pointing to correct ports.

Hi Jamey,
In almost all cases of being unable to connect to a server it is a result of misconfiguration somewhere along the line, be it your BDS instance, the Windows Firewall either blocking the connection or being misconfigured etc.
I have multiple servers running myself so the issue isn't that you are unable to run multiple servers.
One suggestion I would have would be to try ports closer to default. Have you tried 19134 and 19135?

you can see if the server is listening to the port by typing netstat -ano in a separate command prompt at the server...
for example you can see my server is listening to UDP ports:
