BDS-2982Mob farm
I made a creeper farm, twice, on a server with some friends and both times zero creepers spawned inside it. I stood near it for an hour and zero creepers spawned which is confusing because it’s in the air and dark so no matter what shouldn’t some spawn. That fact no creepers spawned makes me think it’s a bug, but here’s a picture of it. There’s a clock that dispenses water every so often.

I've tried to recreate the issue in my own world and a server tonight using as close as design as I can get from the picture and cannot replicate the issue. Can you please provide a world download for me to have a look at.

You have to also make sure there are no caves nearby(as there is a limit on how many mobs at once there can be) and you are in range
