Kelp has stopped growing

1. happened to me also, i've built a kelp farm with a bonemeal dispenser near it and it wont grow/consume the bonemeal in the dispenser. I have also tried manually applying bonemeal but the growth seems to be inconsistent, some are growing some are not(water in the farm have been tested to be all source block) also tried to grow natural generated kelps but bonemeal are also inconsistent with the result. tested on minecraft 1.14.1

Kelp has virtually stopped growing.  Set growth speed up by 100 and one grew, the rest are stuck at growth stage one. This is in my kelpfarm, which has functioned fine for several months.   Ios tablet.  

This is the case for me. I built a massive kelpfarm that was producing about 1000 kelp every 20-30 minutes or so, and now I that same farm is only producing about 5 an hour. I'm on the Switch, Bedrock.
