I can't place the bell on the ground, and I can't move it out from hot bar. I can't do anything with it. It's gliched. Also I can't open chested with it in my hand.

However, this issue is a Duplicate of
MCPE-52853.That ticket has already been resolved as Fixed. The fix will arrive in the next version or is already included in the latest development version of the game, you can check the Fix Version/s field in that ticket to learn more.
