No way to create Bottles of Enchanting

I feel that a player should be able to use a potion stand, water and amethyst shard (it's renewable but very slow) to make bottles of enchanting, using either XP from the player, at a steep ratio, like 10%, or one per level, which would also mean it's renewable without trading villagers but craftable.
