I created the world, I indicated that they would leave the old system of residents, but for some reason they can't get more than 1 discount, please can you fix it? I also played on servers where this problem causes people to breed residents in huge numbers and without your help they can't fix it

Я создании мира я указал что бы оставили старую систему жителей, но они почему то не могут получить больше скидки чем 1 раз, пожалуйста можете исправить? Я так же играл на серверах где эта проблема заставляет людей разводить жителей в огромных количествах и без вашей помощи не могут это исправить
