[BDS-19833] The impact that the minecart receives from TNT etc. is significantly weaker than before the latest version.

Up to version 1.21.40 and 1.21.41, the impact that minecarts received from tnt minecarts was very weak. Specifically, when using a TNT jump platform using a TNT minecart, the y coordinate increased by an average of 2.2 million up to 1.21.40, but when using the same TNT jump platform in 1.21.41, the y coordinate increased by an average of 2.2 million.
