refused connection, no further informations

I have installed Minecraft bedrock multiple times on Multiple Systems, on every of them bedrock Start and wont listen to the Ports or even the Localhost if i check the Port list i see the Server is started and should listen to the Ports. if i want to connect i see, connection refused, no further information.
