BDS-18163Custom structures/Custom Terrain Experimental features do not work in Bedrock Dedicated Servers
When you export a world with an addon that adds in custom generating structures using custom biomes experimental feature into a bedrock dedicated server, the custom generating structures stop working, its as if the custom terrain experimental feature is turned off when its not. In the world by itself, the custom structures will generate while in a BDS, the structures do not, there is a bug that disables custom terrain/structure generation somehow in BDS.

Can you please provide more details how to reproduce this issue? Also, can you please attach custom resources youre using?
