[BDS-17854] Elytra launching bug

Currently I cannot launch on an elytra with a rocket. There is only a 20 to 30 percent chance that when I do use a rocket to try and launch that it will actually work and let me launch

Is this only happening on a Dedicated Server, Featured Server, realms, multiplayer or singleplayer? What plaform/device are you using?
