BDS-17768Port In use
No matter what Port I put into the configuration file, I get a port-in-use error. I ran netstat and it shows that the 3 ports I tried (19132, 19122, 15122) are in fact, not in use.
This is what my command prompt says when I execute the server

Ubuntu 22.04 LTS x86_64, Intel i3-8130U, 8GB of RAM.

If I regenerate the world, it just will not accept connections, or log to the console that a player has attempted to connect.

Can you please try to install BDS from fresh download and report results?
