[BDS-17643] Player movement cheats works if player is gliding

if you set correct-player-movement=true in server.properties and try to use movement cheats they won't work. But if the player gliding and uses them while doing so, they will work

Does this issue still occur with resource/behavior packs disabled?

It seems that when player flies on elytra movement checks is disabled. And this says that server authoritative player movement with corrections is'nt complete.

Does this issue still occur after updating to 1.20.31? If so, can you please check if newly created server from fresh download without copying any files from previous one also have this issue?
