Bedrock Dedicated Server won't open in Minecraft

I just started up a new server using BDS. I followed all the steps in tutorials on youtube but EVERY single time, it won't start. I tried changing the IPv Port but it won't work. I tried changing the IP from my ip to localhost and it won't work.

This is what it shows every time.

What changes have you made to server.properties? Are you hosting BDS on the same PC you are attempting to connect from? If so you need to use "CheckNetIsolation.exe LoopbackExempt –a –p=S-1-15-2-1958404141-86561845-1752920682-3514627264-368642714-62675701-733520436" command to exempt Minecraft Client from UWP loopback restrictions. It can be found as "bedrock_server_how_to.html" in downloaded server zip folder.
