[BDS-17359] Glow Squid Doesn't Spawn near Frogs

Glow Squid are not spawning when frogs are near by.

Steps to reproduce:

Create working Glow Squid spawn area underground. (mine is 2 chunk square)

Place 1-3 frogs nearby

observe no more Glow Squid Spawning
