The speed 2 effect from a fully powered beacon is too fast
Steps to reproduce
------------------------
- Make a fully powered beacon on a bds minecraft server the server should be the 1.19.10.20 version of the server
- Activate it with speed 2
- Try sprinting for a few seconds
- If that doesn't work re-join the server
Observed Result

You go way too fast
Excpected Result
You go at the speed speed 2 would give you

1. This might be a glitch with my minecraft preview
2. You might need to try multple times until the bug takes effect
3. This doesn't affect the windows version of the bedrock dedicated server
