Server console able to use cheats when cheats is disabled

The server owner is able to use cheats when cheats is disabled using the console.

 

How to reproduce:

1) Make sure "allow-cheats" is disabled in server.properties

2) Start up and join the server

3) Execute a cheat like /give, /gamemode etc.

 

Expected Result:
Command wouldn't work because cheats is disabled

 

Occurring Result:

Command works even though cheats is disabled
