I too suffocated many times going through the nether portal but only when my inventory has something in it. If I go without anything in my inventory and without my armor then i end up at the right place every time.
this isn't a bedrock dedicated server specific bug. It's a bug with the new 1.13 update and is happening everywhere. It also seems to be random. I've gone through portals and ended up fine whether i have items or not, and other times i end up in random places
The nether portal will place you while still stuck in the building terrain loading screen as well, so you do not even have a chance to try and dig or break your way out
