[BDS-16381] Command Blocks with 'Needs Redstone' and a non-zero 'Delay in Ticks' will now execute only if they remain powered for the delay duration

I saw this in the official change log and I've noticed the change in the version. This change is working 100% as intended but many of my creations no longer work due to this change. Basically all I'm asking is will this change be kept in the game?

Is this only happening on a Dedicated Server, realms, multiplayer or singleplayer? What plaform are you using?
