[BDS-1630] Update

Hey, I've been trying to play with a friend who is also on bedrock, but I realized, that my Minecraft pocket edition is not up to date, being in 1.12.1. I was hoping we could get that updated, since he's in 1.13. Thankyou!

The release can take a bit to roll out to every platform, servers, and regions, so you will get 1.13 eventually
