[BDS-15415] kelp doesn't instantly come back

There is a problem with kelp. I made a bonemeal farm a while back and the kelp would break and repair itself. Now the kelp doesn't instantly come back and I can't produce bonemeal anymore. Please fix this bug.

Is this only happening on a Bedrock Dedicated Server? What plaform are you using?

Yes this is a Bedrock Edition issue that a lot of us players are experiencing. Yes, kelp doesn't naturally come back instantly, but the farm that was made caused it too. This is indeed a bug because it worked just fine before the 1.17.30 update.
