Marketplace skins not loading

So I've been having this issue since the first caves and cliffs update, and it's on my switch and for pocket edition on both my phone and tablet. But whenever I log into Minecraft my skins haven't loaded. I figured it was just the normal problem everyone's been having for years now. But after logging out of my account, clearing all my saved data, uninstalling the application, and even making a separate account with a different gmail, I am still having the same issues. I've noticed that if I used a purchased skin (for example: the free "Summer Gift" skin pack released back when summer first started that I've been trying to use) it would only load to Alex or Steve. But if I created my own skin on the character creator, it would be fine. But the same issue is for pocket edition also, where I can use imported skins or the character creator but my purchased marketplace skins won't load. I've been pretty patient to see if maybe it was a small bug and everything would be fine but now I'm getting frustrated. Please fix this issue!!!
