don't see the server that running on on the same machine
I buy Minecraft for Windows 10 in Microsoft Store. Also I download the server from mojang site. I did all by instruction and start the server. and now I can see the server on my phone that connected to my home wifi. But I can't see the server on my PC that connected wired. I try to write in cmd's window "CheckNetIsolation.exe LoopbackExempt –a –p=S-1-15-2-1958404141-86561845-1752920682-3514627264-368642714-62675701-733520436". And try to give internet from my phone to PC. It still doesn't work.

Issue is still present in the 1.18.0.02 release.
Yes Minecraft does not check if the server is running on the same computer. Minecraft only checks the ip addresses of others to see if they are playing minecraft and not themselves. Therefore you need to add 127.0.0.1 loopback address then minecraft should see it.
Workaround: use your router ipv4 address and port
